Samuel M. Gruer
Sam Gruer, a 30-year municipal market veteran, joined Blue Rose in 2017 as a Managing Director and leader of the firm’s reinvestment business unit. During his career, Mr. Gruer has advised on and/or executed bond, derivative, and reinvest transactions totaling more than $50 billion. Serving in a fiduciary role, Mr. Gruer guides his clients through the debt/swap/reinvestment transaction process by making strategic recommendations based on sound, thoughtful, and sophisticated analysis. He also offers expert advice on determining the optimal structure for reinvestment of bond proceeds by evaluating risk tolerance, identifying legal restrictions and estimating cash flow needs for his clients.
In 2008, Mr. Gruer co-founded and was Managing Director at Cityview Capital Solutions, an advisory firm that provided debt advisory, swap advisory, asset/liability management, and reinvestment services to municipal and not-for-profit borrowers. Previous to founding Cityview, Mr. Gruer served in various capacities at several Wall Street banks: he was a Director of derivative structuring at Deutsche Bank where he managed their Midwest client base and housing sector transactions, he was a co-founder of the municipal derivatives department at JPMorgan Chase where he started their tender option bond program and municipal reinvestment business, and at Prudential Securities, he was the head of new products for their municipal securities division. Earlier in his career, Sam was a banker in the municipal finance departments at both Goldman Sachs and Morgan Stanley.
Mr. Gruer earned a bachelor’s degree in electrical engineering from the Massachusetts Institute of Technology. Mr. Gruer passed the MSRB Series 50 Examination to become a qualified municipal advisor representative.
